CDER Library is managed by the Office of the Chief Information Officer in the Department of Health and Human Services (HHS). CDER Library is a resource that presents data elements captured across the Federal grants landscape. The repository includes data elements from grants forms and automated data systems, such as the Payment Management System. After reviewing similarities and differences in administrative and performance-related data elements across forms and data systems, CDER Library analysts developed recommended standards for all data elements that reflect terminology and attributes that encompass the broadest possible use case for each term, to better support standardization across the grants lifecycle.
In 2014, the DATA Act, Public Law No. 113-101, was signed into law to make information on Federal expenditures more accessible and transparent. Department of Health and Human Services (HHS) was tasked by OMB to be its executing agent for a DATA Act Section 5 Grants Pilot under the management of Assistant Secretary for Financial Resources (ASFR), CDER Library supported two pilot tests by making terms, definitions, and attributes accessible to Federal and non-federal users.
